For the third quarter quell, was the decision to make previous victors compete made before the Hunger Games started or was it a cruel trick made by President Snow??
I can’t think of a good answer.
It was an original choice but the reaping of the choices was rigged so that they could choose that one
i thought this gif was a particularly accurate representation since there’s an ocean and a pink sky, just like the quarter quell arena.

There have been 74 Hunger Games with 75 Victors
12 Districts
Districts 1 and 2 usually win
District 12 has 3 victors
So shouldn’t there be other cases where people are forced into the Quarter Quell and not just Katniss?
What if there was no rebellion from Katniss and Peeta? What if the Hunger Games carried on? In this special year, 24 children will be chosen to take part in the 5th Quarter Quell. Who will emerge victorious?
